Under skirt TOO short

The under skirt is WAY too short, it doesn’t even go over your butt all the way. It keep it so the dress isn’t see through so the fact it doesn’t cover your bottom doesn’t make any sense on the design. I’m 5’3 and 120 lbs and I ordered a small. There’s no reason it should be that short on me.
